Applications are processed through the New York Business Development Corporation, in coordination with the local Empire Zone Coordinator.   Linked Deposit Program The Linked Deposit Loan Program offers certified Empire Zone businesses a two-year, 3% interest rate reduction on loans secured through participating financial institutions.
